In Hitsugi's case, I would not call it gratuitous. It's a really typical anime trope to have introspection show the character with no clothes. Obviously this leads to a slippery slope but with the amount of stuff already in the game that could be censored but has not been, I think we are fine.
Translating Japanese to English will always lose something in translation because of the structure of both languages. If you wish to play the way that it was really intended --learn the original language and read/watch/play it. I expect there will a simple mod patch to restore some of the altered cutscene articles for NA/Global. Mainly more because I'm of the opinion that the game ought to be gotten as it had been made, not just because somebody got confused with some thing (such as blood being censored in certain games, or deleting an whole mission just because it is too controversial).
