“The entire delegation is annoyed,” one congressional source said. “There is a high level of ire.”
A second congressional source confirmed the delegation is very upset with Cuomo and feels the administration is not keeping members in the loop about its plans.
“There is a great deal of experience and expertise in the New York delegation that is going untapped,” said the source. “We really need to work together.”
Schumer said he has yet to see any specifics from Cuomo ― as did an aide to Gillibrand of his boss.
“We haven’t seen the governor’s proposal, so we can’t tell you what’s in it,” Schumer told reporters at a press conference Wednesday.
Another source complained that “it’s another example of the governor and his people trying to do everything on their own.”

A senior Cuomo administration aide said the $30 billion number was public days before Monday’s announcement.

“The request is not final so there was
