There are a number of factors which must come together, but the primary ones are as follows:
An arena which can generate major revenues (>17,000 capacity, luxury suites, ample advertising/sponsorship opportunities, etc.)A media market which significantly expands the NHL footprint is desirable,

Even though a 2nd Toronto team wouldn give the league a new TV market, one has to think that if the New York area has 3 teams, and Los Angeles 2, then Toronto could certainly support a 2nd NHL franchise.
Kansas City was often talked about as a potential NHL city a few years ago, but the lack of an ownership group looking to bring a team there, and the presence of the NFL Chiefs and baseball Royals,
