We saw lots of people taking part in the salute-as-guard day simply because it happened to be near Orgrimmar as well Stormwind or one or your cities that are capitals. you could say "salute for a guard" and then be participating in the festival, however, something similar to Hatching in the Hippogryphs didn't see as many people participated because you needed to fly all the way down to Feralas to receive the event.
Blizzard will be allowing same-faction battlegrounds from July 2-6 to assess the effect on the game. Battlegrounds are still geared towards matching teams from opposing factions but if a team can't be found in a timely fashion the matchmaking system will match teams from the same faction, even though the team plays using the faction's base sporting masks and tabards depicting the faction they find themselves fighting for.
