Yes, Ark is a highly resource intensive game and requires top of the line hardware to run smoothly. That is why you should spend money on ARK dedicated servers to get a smoother gaming experience. Low grade hardware can not do justice with the game requirements and deliver a below par gaming experience.
dedicated server is acceptable for running smoothly any App you run maybe it is game or any other App but i think some times it is also the need to when a developer develops an App should be finished one because if app is finished completely so it will run on any server.
